PECR regulation 22(2): no unsolicited direct-marketing email to individual subscribers in the UK unless they have previously consented — save the regulation 22(3) exceptions.
PECR regulation 22(3): email customers without consent only if details came from a sale or negotiations, you market similar products, and refusal is simple and free.
PECR regulation 23: UK marketing email may not disguise or conceal the sender, must give a valid opt-out address, and must not breach e-Commerce regulation 7.
